PROCEEDINGS OF THE PARISH SCHOOL BOARD OF THE PARISH OF WEST CARROLL, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING April 5, 2021.

 

The Parish School Board of the Parish of West Carroll, State of Louisiana, met in a regular session at its regular meeting place, the West Carroll Parish Media Auditorium, in Oak Grove, Louisiana, Monday, April 5, 2021 at 6:30 P.M. pursuant to the following written notice to each and every member thereof:

 

Agenda for Board Meeting April 5, 2021

 

The West Carroll Parish School Board will meet at the West Carroll Parish Media Auditorium, Oak Grove, Louisiana, Monday, April 5, 2021 at 6:30 p.m. for the following purposes:

 

A.    The meeting will begin with an open hearing to allow the public to address the board with questions or comments about the renewal of the ad valorem tax. A card is not necessary, but we respectfully ask participants to focus comments and questions on the renewal/continuation of the ad valorem tax.

B.    The regular meeting of the West Carroll Parish School Board will begin immediately after the public hearing and will address the following topics:

1.     To approve the minutes of the March 2021 school board meeting,

2.     To recognize West Carroll Parish Students of the Year,

3.     To consider adopting the 2021-2022 school calendar,

4.     To adopt a resolution ordering and calling an election to be held in West Carroll Parish School District of the Parish of West Carroll, State of Louisiana to authorize the renewal/continuation of an ad valorem tax,

5.     To consider taking from the table the option of adding a 1/2 cent sales tax to the October 2021 ballot,

6.     To consider bond repayment options for Oak Grove High School,

7.     To receive information concerning resignations, leaves, contracts and transfers,

8.     To enter into executive session to discuss ongoing litigation.

 

Tracey Rios led in prayer.

 

The floor was opened at 6:30 P.M. for a public hearing regarding the renewal of the ad valorem tax.

Mrs. DeAnna Smith explained the ad valorem tax renewal and explained the difference between sales tax and ad valorem tax.

No questions/comments from the public.

The floor was closed at 6:40p.m.

 

The regular meeting of the board commenced at 6:40 P.M.

 

MEMBERS PRESENT:  Marilyn Haley, Tracey Rios, James C. Burrell, Shane Ray, Cullen Kovac, Todd Smith, and Julie Linson

MEMBERS ABSENT:  None

OTHERS PRESENT:  Christy Boyte, Angela Johnson, Angela Anderson, Larry Boyte, Archie Haley, Charlotte Hamilton, Deborah Evans, Ryan Gregory, Scott Mathews, Brei, Anisha, and Darrell Blansett, Marilyn Pardon, Lila, Christy, and Jason Ostrowski, John Warner, Trent Heard, Archie Haley, Joanna Beard, Jackson, Emily, and Josh Bradley, DeAnna Smith, Bubba Russell, Randy Orr, and Penny Hale.

 

The Parish Board of the Parish of West Carroll, State of Louisiana, was duly convened as the governing authority of the parish for school purposes by the Honorable Marilyn Haley, President, who then stated that the Parish School Board was ready for the transaction of business.

 

ITEM #1            James C. Burrell made a motion, seconded by Julie Linson, to approve the minutes of the March 2021 regular board meeting.

 

FOR THE MOTION:  Todd Smith, Tracey Rios, James C. Burrell, Marilyn Haley, Julie Linson, Shane Ray, and Cullen Kovac.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

THE MOTION PASSED UNANIMOUSLY.

 

ITEM #2            Mr. Trent Heard did a presentation for the three student of the year winners; 5th grade--Brei Blansett, 8th grade--Jackson Bradley, and 12th grade--Lila Ostrowski.

 

ITEM #3            Todd Smith made a motion, seconded by Tracey Rios, to adopt the proposed 2021-2022 school calendar.

 

FOR THE MOTION:  Todd Smith, Tracey Rios, James C. Burrell, Marilyn Haley, Julie Linson, Shane Ray, and Cullen Kovac.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

THE MOTION PASSED UNANIMOUSLY.

 

ITEM #4            Julie Linson made a motion, seconded by James C. Burrell, to adopt a resolution ordering and calling an election to be held in West Carroll Parish School District of the Parish of West Carroll, State of Louisiana to authorize the renewal/continuation of an ad valorem tax.

 

FOR THE MOTION:  Todd Smith, Tracey Rios, James C. Burrell, Marilyn Haley, Julie Linson, Shane Ray, and Cullen Kovac.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

THE MOTION PASSED UNANIMOUSLY.

 

ITEM #5            Shane Ray made a motion, seconded by James C. Burrell, to consider taking from the table the option of adding a 1/2 cent sales tax to the October 2021 ballot.

 

FOR THE MOTION:  Tracey Rios, Shane Ray, and James C. Burrell

AGAINST THE MOTION:  Marilyn Haley, Todd Smith Julie Linson, and Cullen Kovac

ABSENT AND NOT VOTING: None

THE MOTION DID NOT PASS.

 

ITEM #6            Tracey Rios made a motion, seconded by Todd Smith, to consider and approve Option #1 for bond repayment for Oak Grove High School. Option #1 includes 0% interest but the option to assess interest in the future if WCPSB should need to borrow money to operate. The future rate would be the same as the rate paid by the board on borrowed funds.

 

FOR THE MOTION:  Todd Smith, Tracey Rios, James C. Burrell, Marilyn Haley, Julie Linson, Shane Ray, and Cullen Kovac.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

ITEM #7            Resignations – Ballard, Tullos

 

ITEM #8            Cullen Kovac made a motion, seconded by Julie Linson, to convene into Executive Session to discuss ongoing litigation at 6:50 P.M.

 

FOR THE MOTION:  Todd Smith, Tracey Rios, James C. Burrell, Marilyn Haley, Julie Linson, Shane Ray, and Cullen Kovac.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

THE MOTION PASSED UNANIMOUSLY.

 

James C. Burrell made a motion, seconded by Todd Smith, to reconvene into regular session at 7:30 P.M.
