PROCEEDINGS OF THE PARISH SCHOOL BOARD OF THE PARISH OF WEST CARROLL, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING February 1, 2021.

 

The Parish School Board of the Parish of West Carroll, State of Louisiana, met in a regular session at its regular meeting place, the West Carroll Parish Media Auditorium, in Oak Grove, Louisiana, Monday, February 1, 2021 at 6:30 P.M. pursuant to the following written notice to each and every member thereof:

 

Agenda for Board Meeting February 1, 2021

 

The West Carroll Parish School Board will meet at the West Carroll Parish Media Auditorium, Oak Grove, Louisiana, Monday, February 1, 2021 at 6:30 p.m. for the following purposes:

 

1.        Board may enter into executive session pursuant to La.R.S. 42:17(A)(1)

to discuss a personnel matter.  

2.  Consider employee resignations and/or retirements.
3.  Consider appointment of interim superintendent.
4.  Consider employee leave request.

5.  Consider school calendar options.

Julie Linson led in prayer.

 

MEMBERS PRESENT:  Marilyn Haley, Tracey Rios, James C. Burrell, Shane Ray, Cullen Kovac, Todd Smith, and Julie Linson

MEMBERS ABSENT:  None

OTHERS PRESENT:  Richard Strong, Angela Johnson, Angela Anderson, Adrienne Gunter, Sharon Ward, Allison Ward, Archie Haley, Debra Evans, John Warner, Joanna Beard, Jojkn Guice, and Larry Boyte, Christie Boyte, Randy Orr, and Melanie Schrock.

 

Cullen Kovac made a motion, seconded by Julie Linson, to approve the minutes of the Regular Board meeting of January 19, 2021.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

THE MOTION PASSED UNANIMOUSLY.

 

Mr. Todd Smith stated he would like to decline the position of Finance Committee chairman, but would serve as a member of the Finance Committee.

 

The Parish Board of the Parish of West Carroll, State of Louisiana, was duly convened as the governing authority of the parish for school purposes by the Honorable Marilyn Haley, President, who then stated that the Parish School Board was ready for the transaction of business.

 

ITEM #1           James C. Burrell made a motion, seconded by Tracey Rios, to convene into Executive Session to discuss personnel matter.

ITEM #2           Cullen Kovac made a motion, seconded by Julie Linson, to consider employee resignations and/or retirements.

ITEM #3           Todd Smith made a motion, seconded by Julie Linson, to recommend Christy Boyte as interim Superintendent.

 

FOR THE MOTION:  Tracey Rios, Marilyn Haley, Julie Linson, Todd Smith, Shane Ray, Cullen Kovac, and James C. Burrell

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

THE MOTION PASSED UNANIMOUSLY.

                       

Julie Linson made a motion, seconded by Todd Smith, to accept recommendation to appoint Christy Boyte as interim Superintendent of West Carroll Parish School system, effective February 2, 2021.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

ITEM #4           Todd Smith made a motion, seconded by Cullen Kovac, to allow out-going Superintendent, Richard Strong, to use Sick Leave days for February 2, 2021 through March 31, 2021 and paid Administrative Leave days for April 1, 2021 through July 1, 2021.

AGAINST THE MOTION:  None

ABSENT AND NOT VOTING: None

ITEM #5           Todd Smith made a motion, seconded by Julie Linson, to approve option #3 of proposed School Calendar options for the remainder of 2020-2021 school year.

 

The school calendar was extended to June 8th to account for time missed when the beginning of the school was pushed to September 1st. The following options were sent out for teachers to consider and select a preference for the last week of school.

 

Option:

Vote:

·        Teachers and students will attend school on Presidents Day and the Monday after Easter.

·        The school year will end for teachers and students on June 2nd.

·        Teachers and students will attend school on Presidents Day and the Monday after Easter.

·        The remaining 1 0'clock dismissal days will be extended to normal school days.

·        The last day of school for teachers and students will be June 1st, and it will be a full day rather than 11 0'clock dismissal.

·        The holidays and 1 0'clock dismissal days will remain in the school calendar

·        Distance learning packets will be with in every grade level and subject area for June 1st--June 4th.

·        Each school will develop and communicate plans for the collection of distance learning packets—either through a drop off during the week of June 7th or when students return in the fall.

·        Teachers and students will be dismissed on May 28th.
