PROCEEDINGS OF THE PARISH SCHOOL BOARD OF THE PARISH OF WEST CARROLL, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING, December 5, 2016.
The Parish School Board of the Parish of West Carroll, State of Louisiana, met in a regular session at its regular meeting place, the West Carroll Parish Media Auditorium, in Oak Grove, Louisiana, Monday, December 5, 2016 at 6:30 P.M. pursuant to the following written notice to each and every member thereof:
Agenda for Board Meeting December 5, 2016
The West Carroll Parish School Board will meet at the West Carroll Parish Media Auditorium, Oak Grove, Louisiana, Monday, December 5, 2016, at 6:30 p.m. for the following purposes:
1. To receive information concerning resignations, leaves, contracts and transfers;
2. To consider setting the date, time, and place of the board meetings for 2017;
3. To consider the selection of Board President and Vice-President for the 2017 calendar year;
4. To consider changing the date of the January meeting;
5. To set date for Honor’s Banquet;
6. To fill open J. Moss bus route;
7. To advertise for bids for clean-up and removal of debris and asbestos at Goodwill School;
8. School and District letter grade report.
J. Kelly Coleman led in prayer.
MEMBERS PRESENT: Donald Gwin, J. Kelly Coleman, Sam Ashley, Julie Linson, Todd Smith, James C. Burrell, and Cullen Kovac.
MEMBERS ABSENT: None
OTHERS PRESENT: Richard Strong, Angela Anderson, Jenny Garcia, Teddy Garcia, and Richard Calhoun.
James C. Burrell made a motion, seconded by Todd Smith, to approve the minutes of the Regular Board meeting of November 7, 2016.
FOR THE MOTION: Donald Gwin, Todd Smith, J. Kelly Coleman, Cullen Kovac, James C. Burrell, Julie Linson, and Sam Ashley.
AGAINST THE MOTION: None
ABSENT AND NOT VOTING: None
THE MOTION PASSED UNANIMOUSLY.
The Parish Board of the Parish of West Carroll, State of Louisiana, was duly convened as the governing authority of the parish for school purposes by the Honorable J. Kelly Coleman, President, who then stated that the Parish School Board was ready for the transaction of business.
No information was received regarding resignations, leaves, contracts, and transfers.
Cullen Kovac made a motion, seconded by Donald Gwin, to consider setting the date, time, and place of the board meetings for 2017 as it has traditionally been on the first Monday of each month at 6:30 P.M. at the West Carroll Parish Media Auditorium.
FOR THE MOTION: Donald Gwin, Todd Smith, J. Kelly Coleman, Cullen Kovac, James C. Burrell, Julie Linson, and Sam Ashley.
AGAINST THE MOTION: None

The floor was opened for nominations for the positions of 2017 President and Vice-President of the West Carroll Parish School Board.
The floor was opened for nominations for President. Cullen Kovac nominated J. Kelly Coleman as President. No other nominations were received. The floor was closed for nominations. J. Kelly Coleman was appointed President by acclamation.
The floor was opened for nominations for Vice-President. Cullen Kovac nominated Sam Ashley as Vice-President. No other nominations were received. The floor was closed for nominations. Sam Ashley was appointed Vice-President by acclamation.
Julie Linson made a motion, seconded by James C. Burrell, to change the date of the January meeting from January 2, 2017 to January 9, 2017.

AGAINST THE MOTION: None

Cullen Kovac made a motion, seconded by Todd Smith, to set date for Honor’s Banquet as April 20, 2017.

Sam Ashley made a motion, seconded by Cullen Kovac, to fill open J. Moss bus route with Richard Calhoun.
