PROCEEDINGS OF THE PARISH SCHOOL BOARD OF THE PARISH OF WEST CARROLL, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING, SEPTEMBER 8, 2014.

 

The Parish School Board of the Parish of West Carroll, State of Louisiana, met in a regular session at its regular meeting place, the West Carroll Parish Media Auditorium, in Oak Grove, Louisiana, Monday, September 8, 2014 at 6:30 P.M. pursuant to the following written notice to each and every member thereof:

 

Agenda for Board Meeting September 8, 2014

 

To hold a Public Hearing to adopt a resolution ordering and calling an election to authorize the continuation of an ad valorem tax in Epps School District No.1.

 

The West Carroll Parish School Board will meet at the West Carroll Parish Media Auditorium, Oak Grove, Louisiana, Monday, September 8, 2014, at 6:30 p.m. for the following purposes:

 

**Announcements of Public Meetings**

 

1.     To consider adopting a resolution ordering and calling an election to authorize the continuation of an ad valorem tax in Epps School District No. 1;

2.     To consider a September 15, 2014 Special meeting to discuss 2014-2015 Budget of Receipts and Expenditures;

3.     To hold a Public Hearing on the  2014-2015 Budget of Receipts and Expenditures at September 15, 2014 Special Board meeting;

4.     To consider resignations, transfers,  leaves, and contracts;

5.     To recognize the 2013-2014 Bus Driver of the Year.

6.     To receive Finance Committee Report

7.     To consider Finance Committee’s recommendation for $150,000 Bus Fund;

8.     To consider Finance Committee’s recommendation regarding MFP pay raise;

9.     To consider Finance Committee’s recommendation to change 2 of the high school secretaries from 9 ½ month secretaries to 10 month secretaries;

10.  To consider opening Jackie Washington’s bus route for transfers.

 

The floor was opened at 6:30 p.m. for a Public Hearing to adopt a resolution ordering and calling an election to authorize the continuation of an ad valorem tax in Epps School District No.1.  Superintendent, Richard Strong, gave an explanation of the election and after no comments or questions, the Public Meeting was closed at 6:35 p.m.

 

Joseph Rucker led in prayer.

 

MEMBERS PRESENT:  Donald Gwin, Kathy McAllister, J. Kelly Coleman, J. T. Martin, Gene Gammill, Johnny Smith, and Jerry Gathings.

 

MEMBERS ABSENT:  None

 

OTHERS PRESENT:   Richard Strong, Angela Johnson, Angela Anderson, Joseph Rucker, Sharon Ward, Deanna Smith, James Burrell, Melanie Schrock, and Mark Bowman.

 

Kathy McAllister made a motion, seconded by Jerry Gathings, to approve the minutes of the Regular Board meeting of August 4, 2014.

 

FOR THE MOTION:  Donald Gwin, J. Kelly Coleman, Johnny Smith, J.T. Martin, and Gene Gammill.

 

AGAINST THE MOTION:  None.

 

ABSENT AND NOT VOTING:  None

 

THE MOTION PASSED UNANIMOUSLY.

 

The Parish Board of the Parish of West Carroll, State of Louisiana, was duly convened as the governing authority of the parish for school purposes by the Honorable J. Kelly Coleman, President, who then stated that the Parish School Board was ready for the transaction of business.

 

There was one new item added to the original agenda.

To consider holding a public meeting on October 6, 2014 to adopt the ad valorem millage rates for 2014.

 

J. T. Martin made a motion, seconded by Donald Gwin, to approve the changes to the original agenda.

Gammill.       

 

AGAINST THE MOTION:     None

 

ABSENT AND NOT VOTING:     None

Donald Gwin made a motion, seconded by Johnny Smith, to adopt a resolution ordering and calling an election

to authorize the continuation of an ad valorem tax in Epps School District No. 1.

AGAINST THE MOTION:  None

Johnny Smith made a motion, seconded by Gene Gammill, to consider a September 15, 2014 Special meeting to discuss 2014-2015 Budget of Receipts and Expenditures.

 

FOR THE MOTION:   J. Kelly Coleman, Jerry Gathings, J.T. Martin, Kathy McAllister, and Donald Gwin.

 

AGAINST THE MOTION:  None

 

ABSENT AND NOT VOTING:  None

President, J. Kelly Coleman, read the following statement aloud regarding the 2014-2015 Budget of Receipts and Expenditures:

Notice

The tentative West Carroll Parish School Board operating budget of Receipts & Expenditures for the fiscal year 2014-2015 will be available for public inspection August 29, 2014 through September 15, 2014.  This operating budget can be seen at the West Carroll Parish School Board Office, Oak Grove, Louisiana, between the hours of 8:00 a.m. and 4:00 p.m.  A public hearing will be held September 15, 2014 at 6:30 p.m. in the West Carroll Parish Federal Building (Media Center) to discuss and adopt the budget.

 

Kathy McAllister made a motion, seconded by Jerry Gathings, to approve resignations, transfers, leaves, and contracts.

Mr. Richie Strong announced Roger Maxwell as 2013-2014 Bus Driver of the Year.

 

The Finance Committee’s report was received by the Board.  After questions and comments, no action was taken.

 

Jerry Gathings made a motion seconded by Gene Gammill to accept the Finance Committee’s recommendation to eliminate the transfer of $150,000.00 from the General Fund to the Transportation Fund for the fiscal year 2014-2015.

 

FOR THE MOTION:  J. Kelly Coleman, J. T. Martin, Kathy McAllister, Donald Gwin, and Johnny Smith.

 

AGAINST THE MOTION:  None.

 

ABSENT AND NOT VOTING:  None

Kathy McAllister made a motion seconded by J.T. Martin to accept the Finance Committee’s recommendation of implementing the required continuation of HB1 of the 2013-2014 legislative session as it pertains to certified classroom teacher.

 

FOR THE MOTION:  J. Kelly Coleman, Gene Gammill, Jerry Gathings, Donald Gwin, and Johnny Smith.

 

AGAINST THE MOTION:  None.

 

ABSENT AND NOT VOTING:  None

Johnny Smith made a motion seconded by J.T. Martin to accept the Finance Committee’s recommendation to change Oak Grove High School secretary, Pam Clark, and Forest High School secretary, Jamie Rusk, from 9 ½ month secretaries to 10 month secretaries.

 

FOR THE MOTION:  Jerry Gathings, J. Kelly Coleman, Kathy McAllister, Donald Gwin, and Gene Gammill.

 

AGAINST THE MOTION:  None.

NOTICE OF PUBLIC MEETING

Notice is hereby given that the Parish School Board of the Parish of West Carroll, State of Louisiana, plans to consider a resolution adopting ad valorem tax millages for 2014 at the School Board meeting on Monday, October 6, 2014 at 6:30 p.m. at the West Carroll Parish Media Auditorium, 410 Willis Street, Oak Grove, Louisiana.

Johnny Smith, made a motion, seconded by Kathy McAllister to adjourn.

 

FOR THE MOTION:   Gene Gammill, Donald Gwin, J. T. Martin, Jerry Gathings, and J. Kelly Coleman.

 

AGAINST THE MOTION:  None.

 

ABSENT AND NOT VOTING:  None.
