PROCEEDINGS OF THE PARISH SCHOOL BOARD OF THE PARISH OF WEST CARROLL, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING, June 6, 2011

 

The Parish School Board of the Parish of West Carroll, State of Louisiana, met in a regular session at its regular meeting place, the West Carroll Parish Media Auditorium, in Oak Grove, Louisiana, Monday, June 6, 2011 at 6:30 P.M. pursuant to the following written notice to each and every member thereof:

 

Agenda for Board Meeting June 6, 2011

 

The West Carroll Parish School Board will meet at the West Carroll Parish Media Auditorium, Oak Grove, Louisiana, Monday, June 6, 2011, at 6:30 p.m. for the following purposes:

 

1.             To consider substitutes, leaves, resignations, and vacancies;

2.             To consider the renewal of teacher and aide contracts for 2011-2012;

3.             To consider the approval of an Official Journal for the fiscal year 2011-2012;

4.             To consider the approval of the School Lunch Program for the fiscal year 2011-2012

5.             To consider an increase for paid lunch participants;

6.             To consider an adjustment in the Cafeteria Manager salary schedule;

7.             To consider the approval of the Vocational Program for the 2011-2012 fiscal year;

8.             To consider the approval of the 2010-2011 NCLB-IDEA Consolidate Application for funding;

9.             To consider changing the date for the July board meeting;

10.          To consider opening the position of Oak Grove Elementary principal for applications;

11.          To consider updating policy DJD so it will concur with Meal Allowance Rates approved by the board July 1998; and

12.          To consider an executive session to evaluate the Superintendent.

 

Jerry Gathings led in prayer.

 

MEMBERS PRESENT:   Donald Gwin, Kathy McAllister, J. Kelly Coleman, J. T. Martin, Raymond Desselle, and Jerry Gathings.

 

MEMBERS ABSENT:  Johnny Smith

 

OTHERS PRESENT: Gene McAllister, Richard Strong, Mark Bowman, Sheri Pippin, Jack Libby, Sheri Pippin, Deanna Smith, JoAnna Beard, Angela Johnson, Janice Easterling, and Kent Davis.

 

J. T. Martin made a motion, seconded by Donald Gwin, to approve the minutes of the Regular Board meeting of May 2, 2011, as circulated.

 

FOR THE MOTION:   Kathy McAllister, J. Kelly Coleman, Raymond Desselle and Jerry Gathings.

 

AGAINST THE MOTION:  None

 

ABSENT AND NOT VOTING:  Johnny Smtih

 

THE MOTION PASSED UNANIMOUSLY.

 

The Parish Board of the Parish of West Carroll, State of Louisiana, was duly convened as the governing authority of the parish for school purposes by the Honorable J. Kelly Coleman, President, who then stated that the Parish School Board was ready for the transaction of business.

 

President J. Kelly Coleman asked if there were any changes to the original agenda.  

 

Kent Davis stated that under ITEM #2 the teacher aide contract at for Lisa Smith, should be added to the agenda for renewal.  Also, add the following:

 

            ITEM # 13:  To consider making changes in the current millage rates

 

Jerry Gathings made a motion, seconded by Kathy McAllister, to approve the changes to the original agenda.

AGAINST THE MOTION:  None.

Donald Gwin made a motion, seconded by Jerry Gathings, to approve the West Carroll Gazzette as the official journal for the 2011-2012 school year.  There was no increase in rate for providing this service.

AGAINST THE MOTION:  None.

Donald Gwin made a motion, seconded by Kathy McAllister, to approve the School Lunch Program for the fiscal year 2011-2012.

AGAINST THE MOTION:  None.

J. T. Martin made a motion, seconded by Raymond Desselle, to approve an increase for paid lunch participants by $.25 cents.

Donald Gwin made a motion, seconded by Kathy McAllister, to accept the recommendation of Kent Davis to adjust the cafeteria manager salary schedule.

AGAINST THE MOTION:  None.

 

ABSENT AND NOT VOTING:  Johnny Smith

Jerry Gathings made a motion, seconded by J. T. Martin, to approve the Vocational Program for the fiscal year 2011-2012.

AGAINST THE MOTION:  None.

 

ABSENT AND NOT VOTING:  Johnny Smith

 

THE MOTION PASSED UNANIMOUSLY.

 

No action was required for Item No. 8 due to the fact the 2011-2012 NCLB-IDEA Consolidated Application for funding was not complete at time of meeting.

 

Raymond Desselle made a motion, seconded by Kathy McAllister, change to date for the July board meeting to July 11, 2011, due to the fact the first Monday falls on the 4th of July.

Raymond Desselle made a motion, seconded by Donald Gwin, to begin accepting applications for the position of Oak Grove Elementary Principal.

 

FOR THE MOTION:   Jerry Gathings, Kathy McAllister, J. Kelly Coleman, and J. T. Martin.

 

AGAINST THE MOTION:  None.

 

ABSENT AND NOT VOTING:  Johnny Smith

Kathy McAllister made a motion, seconded by Jerry Gathings, to approve updating policy Reimbursement Expense, DJD, so it will concur with Meal Allowance Rates approved by the board July 1998.

 

Meals, including tips, are reimbursed at the following rates:  (Receipts are not required.)

The board was in executive session with Richie Strong, from 7:20 until 8:10.
